Angry CO2 bulk tank/filling problem

A friend of mine has recently been able to buy a 50lb CO2 bulk tank with a siphon tube. Since we both play woodsball alot we decided to buy a 32 Degrees Basic Fill Station. After we bought it, I hooked it up to my friends' 50lb CO2 bulk tank. After following the instructions (and finding more info on OttersCustoms), we tried filling his 20oz CA bottle but we were unsuccessful at doing this. We were only able to fill the bottle with 1oz of CO2. After this happened, he took his bulk tank in and got it replaced for a newer one, because we were thinking it had something to do with the pressure in the bulk tank. But after we got the new bulk tank and hooked up the fill station to it, it still did not work. The only difference the second time was that we were able to get 2oz in the CA bottle instead of just 1oz. I am not sure if there is something wrong with the fill station, the bulk tank, or if we are doing something wrong. The tank does have a siphon tube, we made sure we "zeroed-out" the scale, and emptied the 20oz tank so it would frost the side. So I have no idea whats wrong.

You can actually over depress the pin on your tank and block the opening. When you screw down the knob to depress the pin do it slowly and you'll feel it starting to depress just give it a 1/2 to 1 full turn and stop then try to fill.

That is very likely the problem. You could also try filling different CO2 bottles, mainly one with a on/off.
Of course be sure that they filled the bulk tank, and before using it open the valve and see if liquid is coming out to verify the dip tube. I wouldn't trust a newer air supplier to know the difference...

well the 20oz bottle i filled had an on/off valve on it so i dont think that the pin valve is the problem. But I dont have access to the bulk tank right now to see if it infact has a siphon tube. But i will test that out asap, thanks for your advise!
