The outage is 15 minutes
The "techies" task start-to-finish allocation is 2hrs.

(...so, it's just like the cable guy that has a 15 minute job sometime between noon and 6pm. Except the server folks actually have prep and wrap-up tasks involved)

5-7 is the change window while 15 minutes is the planned outage. While this is most likely a simply upgrade, they have been known to kill routers before, So at 7 they have to revert the code and bring the service back online.
