Offset Sight Rail with Tilting Scope

Hey guys:

My next project for my 98c is to make an offset scope that can tilt up and down for different long off ranges. The way I'd want it to work is like this:

The scope would be offset to the side of the marker, tilted in such a way that the user would have to tilt the whole marker up to create the range to hit what was in the scope, like this:

The scope's tilt would be able to be changed, depending on the range of the target.

I have seen this personally on a Phantom, using a hunting scope if I am correct, and wanted to know if it could be done on a 98c, hopefully with the tilt change option, and how you would do this if it is possible.
