Without going to HPA, a LPK and reg is about as far as you can go to make CO2 consistent. the LPK is need to make the differential pressure high enough to keep the reg well within it's set band (read as +/-3 sigma std. dev. limits for you stats folks) the small difference in the operating pressures and the CO2 output pressures are too close to keep a reg working very accurately (YES, accurately) It helps more than an expansion chamber alone, but not as much as the LPK addition.

the addition of an expansion chamber will definitely help. In fact it is good protection against accidentally getting liquid in your internal and freezing it up, potentially damahing parts. so by all means add it on! I was just trying to list out for you the levels of mads that can be done and their associated degrees of expected improvement. Good luck, and good shooting!
