My guess is that it is a custom job. Punisher has done some phantom under-pump handles that look something like that, but they were less bulky.

Yeah looks custom like Freeze stated. But that pump handle goes well with the bodies milling

My best guess would be expansion chamber or just a plane rod screwed into the body of an autococker where the Front block mounts leaving the barrel exposed. only reason I say this is the rod is machined for a wrench. I do agree that is one nice custom job whoever did it did a nice job.
