Myself or Wizard would be happy to make more weapons that make tankers cry...okay, or to use in tanks if you go both ways like Wizard (meaning from the launcher end, lol)

ball valve, electric, quik exhaust are the primary valve options (from least to more expensive)
Tube -wise you can have in-line, over/under, or coaxial (from easiest to hardest to build, but also from longest to most compact)

Quick, easy and under $30 would be an inline with a ball valve, using a schrader (tire-type) valve for filling. Not quik to air-up nor to reload, but inexpensive, fun and effective.

give me details and I can give you ideas for other ideas/combination of those listed above. (Also I put a couple of links in another post in this area)

If your wanting cheap, safe, and fairly simple to use, my vote is for the standard old school 12 gram, ball valve launcher.
